Announcement of the 2017 NAHF Overseas NGO Support Program
The Office of International Cooperation of the Northeast Asian History Foundation hereby announces its Overseas NGO Support Program for 2017. For NGOs interested in the program, please refer to the following details in order to apply.

1. Eligibility
o Non-governmental organizations (NGOs) involved in non-profit activities overseas that are related to historical issues which have also been recommended by a diplomatic mission.
o NGOs stipulating in their articles of association that their purpose is to conduct projects related to history or the island Dokdo.
o NGOs that have been conducting the aforementioned activities for the past three years or longer.
2. Program Scope
o Project areas of support: Limited to those responding to pending issues involving Dokdo, the East Sea, and history.
3. Project Duration
o Project duration: Date of conclusion of agreement - October 31, 2017
o Only projects that can be completed by October 31, 2017 and can submit reports respectively on the project's results and expenses by November 10, 2017 are eligible to apply to the program.
4. Documents for Submission
o According to article 6 of the "Rules for the Northeast Asian History Foundation's NGO Support Program," each and every one of the documents listed below must be submitted.
o Required Documents
- Official document issued by the organization applying
- Letter of recommendation from a diplomatic mission, which must be sealed by the diplomatic mission and formally registered with NAHF as an official document
- Program application form & project proposal
- Introduction of the non-governmental organization (including details about activities the organization conducted for the past three years or longer)
- Consent form on the provision of personal information and permission for it to be utilized
5. Application Deadline & Method
o Application Period: Mar. 15 (Wed) - Apr. 6 (Thu), 2017
o Application Method: E-mail or registered mail (Only applications that arrive via e-mail or registered mail by the announced deadline will be considered)

6. Review & Notification
o According to article 4 of the "Rules for the Northeast Asian History Foundation's NGO Support Program," the submitted documents will be reviewed through an established procedure.
o Review Criteria: Capability of the NGO (30%), Proposed project's features and execution method (50%), Capability to manage the proposed project and its budget (20%)
o Notification of Application Results: Selected NGOs will be individually notified in April 2017.
※ Projects can be disqualified even after having been selected as recipients should it be discovered that the NGO is ineligible for application or has applied elsewhere for funding for the same project under this program.
7. Project Operation & Evaluation
o Selected NGOs will carry out their proposed projects after entering into an agreement with NAHF according to article 7 of the "Rules for the Northeast Asian History Foundation's NGO Support Program," and expend funding provided through the program according to article 12 of the same rules.
- The terms and details of each project, including the agreement's duration, the form and amount of support, and budget execution plan, will be individually determined through each project's agreement.
- The conditions for the delivery of project funds, the procedure of budget execution and reporting on expenses shall be managed according to the "Accounting Standard for Support Funds" determined by NAHF.
o According to article 14 of the "Rules for the Northeast Asian History Foundation's NGO Support Program," each project shall be subject to an interim evaluation and an outcome evaluation and can also be subject to a due diligence review.
o All projects must be completed by October 31, 2017 and all reports on project results and expenses must be submitted by November 10, 2017. Only, projects completed early will be required to submit the report on project results within one month since the date of project completion.
8. Other Details
o The NGO applying must have received no other funding from NAHF in 2017.
o Each NGO may be selected to receive support for a single project and should two or more NGOs applying be represented by the same individual, only one of such NGOs will be supported through this program.
o According to relevant laws and regulations, civil and criminal responsibilities may entail along with the redemption of funds should it be discovered that falsehoods have been included in documents submitted for application or other unlawful means have been used to obtain funds from the program.
o A comprehensive assessment will be performed on all selected projects (including on their balance of accounts) and all funds that have been found through the assessment to have been inappropriately used or spent on purposes other than those of the proposed project will be fully redeemed.
o Selection will be limited to projects that fulfill the program's requirements and no projects may be selected if none of the proposed projects are able to pass the program's review criteria.
