동북아역사재단은 독도·동해 관련 우리 입장 및 바른 인식을 국제사회에 효과적으로 전파하고자, 지난 2008년 7월 15일∼19일 벨기에 루벤(Leuven)에서 개최된 세계평화학회(IPRA) 격년 세계학술대회에서 ‘Territorial Issues in Europe and East Asia: Colonialism, War Occupation, and Conflict Resolution''(유럽과 동아시아의 영토문제: 식민침탈, 전쟁침탈, 그리고 갈등해결) 주제의 ‘영토패널’ 2개를 구성하여 유럽 현지 학자 5명 및 재단 참가자 포함 한국학자 2명 등 총7편의 논문을 통해, 식민 침탈사에 따른 독도 등 세계 영토문제의 본질을 국제사회에 부각시킨 바 있는데, 당시 발표된 연구성과물이 금번에 영문 단행본으로 발간되어 국제사회에 널리 배포되게 되었다.
