'역사교육 강화방안'과세계사 교육의 위기
"Measures to Strengthen History Education" and World History Education at Stake Last month, the Korean Ministry of Education, Science and Technology announced a set of measures to strengthen history education, making Korean History – which was an elective course - a required subject for high school students. In response to the government's announcement, scholars and teachers of history expressed concerns. Although they welcome the change in policies, they remain skeptical as to whether the new plan will lead to concrete outcomes. They believe that education authorities should consider including Korean History as a required part of the Korean College Scholastic Ability Test, as was the case before 2005. It seems that their concerns are well-founded, considering that the percentage of students selecting Korean History at the college entrance exam has been on the decline from 2005 – it stood at less than a mere 1/10 compared to that of 2004.

"Empirical research is key to resolving the Dokdo issue" Japan announced the screening results of middle school textbooks on March 30. Description of sovereignty over Dokdo has significantly increased, and it contributes to escalating tensions between the two countries, straining Korea-Japan relations. In this regard, Korea made a strong complaint against it and called on Japan to make immediate corrective action. We met Lee Hoon, Director of the Dokdo Research Institute, and discussed practical measures to address this issue.

Opportunities and Challenges for Cooperation in Northeast Asia The international conference under the title, "Opportunities and Challenges of Cooperation in Northeast Asia", was held at Peking University from May 22 to 24, as part of intellectual dialogue among Korea, China and Japan. This conference takes place every year, and this year, participants made presentations and had discussions regarding how the three Northeast Asian countries should cooperate with each other as we go beyond the era of the Cold War and move into the age of cooperation in the 21st century. The Northeast Asian History Foundation's participation in the conference this year contributed greatly to resolving historical issues and creating future-oriented relations between the three countries. In total, 31 scholars attended the conference – 14 from Korea, 11 from China and 6 from Japan.

Implications of the Pedra Branca Incident The Northeast Asian History Foundation organized the second CIL-KSIL-SILS Joint International Conference on April 20, in cooperation with the Foundation for the Foundation for the Development of International Law in Asia (DILA). The conference was co-hosted by Korean Society of International Law (KSIL), Society of International Law Singapore (SILS), and Centre for International Law (CIL) of the National University of Singapore, and supported by Province of Gyeongsangbuk-do and Korea Ocean and Research Development Institute (KORDI). The first conference took place last year in Yonsei University, Korea, and the venue for this year's conference was the National University of Singapore.

Lineage of Political Thought for the "Peace" Constitution of Japan The title is a translation of Yamamuro Shinichi's book, 《憲法9 条の思想水脈》(Asahi Shimbun Company, 2007), which won the 11th Shiba Ryotaro Award in 2008. The book proves with sufficient supporting documents that Article 9 of the Constitution was not developed overnight but formed because of peace and anti-war campaigns from different eras and countries.

장제스의 한국 인식에 대한 진실
Jiang Jieshi's Perception of Korea One of the most popular research topics among scholars of modern Chinese history is the evaluation of Jiang Jieshi, who is the most representative political leader of China in the 20th century. He is also known as Chiang Kai-shek, and he kept personal journals almost every day throughout his life (1917-1973). His family donated the handwritten diaries to Stanford University's Hoover Institution in 2003, and they were made available to the public in 2005. The diaries have triggered further historical research on Jiang Jieshi in addition to ideological and political evaluation of his achievements.

Return of Okinawa to Japan and the Korean Peninsula Next year marks the 40th anniversary of the return of Okinawa from the U.S. to Japan, which provided us with a good opportunity to realize issues regarding security of Korea, aspects of decolonization, and the realities of division of the Korean peninsula. It is widely known that many Korean victims lost their lives in Okinawa during World War II. There is the Peace Memorial Park in Mabuni in Okinawa's historic south coast, and the names of Korean victims are inscribed on a monument called "the Cornerstone of Peace". Another monument commemorating the young Korean victims died or killed in Okinawa is built to the direction of Korea.
