How to Overcome the Past as an Obstacle to ROK-Japan Relations Between the ROK and Japan, what happened in the past still affects what is happening now in cultural exchanges as well as sports matches, most recently in Olympic soccer last year. The deep chasm rooted in history is hard to bridge. The disputes between the ROK and Japan over history and territory are the results of their relations in modern times. Since they forged a new relationship in 1965, the ROK and Japan have advanced their relations in terms of commercial trade or human and cultural exchange. Only their political and diplomatic relations remain in a stalemate, which is likely to continue for a long time to come because their disputes are rooted in a very structural and fundamental cause.

Interview with Former Chair-Professor at Konkuk University Shin Bok-ryong, the Author of Western Observations of Pre-Modern Korea (Joseon) Editor's Note: There were tensions growing in the Korean peninsula in March through April this year. At this juncture, former Konkuk University professor Shin Bok-ryong spoke in an interview with the NAHF on the nature of the division of the Korean peninsula as the root of such tensions, the political thoughts of the Korean people, and the overcoming of the colonial view of Korean history. He also talked about his busy life in his second year of retirement in Namyangju, a suburb city of Seoul, and gave heartfelt advice to the Northeast Asian History Foundation. The interview was conducted by Hong Myeon-gi, the head of Planning Team at NAHF.

Recovery and Return of Cultural Property: Points in Dispute from a Legal Perspective Editor's Note: Last year, two precious statues were stolen in Japan and smuggled into South Korea by two South Korean thieves of cultural property, and there is a hot debate over whether these statues should be returned to Japan or kept in South Korea. This case was brought to the South Korean court, and it was decided in February this year that the statues should not be returned to Japan. And the pro-Korean former chief editor of the Asahi Shimbun Wakamiya Yoshibumi commented in a newspaper column in April this year that "(this incident) is one causes that could embitter ROK-Japan relations." In this review, we will have an in-depth look at the 'plunder' of cultural property that took place hundreds of years ago, the recent 'stealing and smuggling' of cultural property, and debates on the recovery of ownership or right of possession of such cultural property from a legal perspective.

This Year's Japanese High School Textbook Authorization and Suggestions for Improvement: From the Summaries of the 'Expert Panel Discussion on the Japanese High School Textbook Screening Results' Editor's Note: On March 26, 2013, the Japanese government announced the 2012 high school textbook screening results. The very next day, on the 27th, the NAHF held an emergent expert panel discussion to analyze these results and suggest for improvement. There was a heated discussion among panelists, including the four experts from the NAHF who spoke on the following topics: 1) the significance of Japan's textbook authorization, and the overview of Korea-related descriptions in the Japanese textbooks; 2) how the Japanese high school textbooks describe Dokdo and how such descriptions have changed; 3) what is taught about Dokdo in the history classrooms of primary and middle schools in Japan; 4) how the Japanese high school textbooks under the revised Course of Study describe 'comfort women.' The NAHF experts's analysis of the screening results and their suggestions for improvement are summarized below.

Fuse Tatsuji Lived with the People and Died for the People Fuse Tatsuji (布施辰治, November 13, 1880 - September 13, 1953) is a native of Ishinomaki City (石卷市), Miyagi Prefecture (宮城県), in northeastern Japan who is widely known as a civil-rights lawyer or social activist. On the homepage of his hometown Ishinomaki City, he is included on the list of famous figures the city has produced, and described as the 'Japanese Schindler,' "a lawyer known for saving many Koreans during the colonial era."

The 150-Year History of Koreans in Eurasia, and Their Life and Suffering Editor's Note: Veteran journalist Kim Ho-jun, who was the chief editor of Seoul Newspaper, the editor of Munhwa Daily, and also the chairman of the Press Commission, recently published 150 Years of Koreans in Eurasia: A Tragic History of the Korean Diaspora (Juluesung Publishing). Based on the author's travels in Russia and Central Asian countries over the last decade or so, this book traces the tragic history of Koryo Saram (the ethnic Koreans living in Eurasia). In this essay written and contributed by the author of this book, we will learn about the origin of the immigration of Koryo Saram, the tough lives of Koryo Saram, and the author's writing of this book.

Dokdo in Japan's Diplomatic Bluebook : History of Territoriality Provocations Q The Japanese government repeats provocative territorial claims over Dokdo through its annual Diplomatic Bluebook and Defense White Paper. This year is no exception; Japan's groundless territorial claims over Dokdo included in its Diplomatic Bluebook released on April 5, 2013 not only distorted history but hurt the pride of Koreans. To refute Japan's false claims, we need to understand what's wrong with them. To this end, let us learn more about Japan's annual Diplomatic Bluebook: the controversial terms it uses annually; since when and why it became controversial; and how it differs from the Defense White Paper. This will offer a critical look at the root of 'territorial disputes' raised by Japan.
