After World War One ended, United States President Woodrow Wilson's advocacy of national self-determination greatly impacted both colonial powers and colonies. This eventually gave rise to the March First Independence Movement in Korea under Japanese rule at the time and led to the Korean Provisional Government's establishment.

To determine post-war arrangements throughout the world, victor nations of World War One convened at the Paris Peace Conference. However, Japan's victories in wars against China and Russia as well as in World War One kept Korea from gaining independence. The Korean Provisional Government appointed Kim Gyu-sik as minister of foreign affairs and sent him to represent Korea and testify to the historical legitimacy of Korea's independence.
